These properties often use low cost "packaged" air conditioning systems distributed throughout the buildings and rooftops, or may have small chillers and boilers located in each building.

As these systems age and need to be replaced, a better solution may be a Central Plant. Central Plants provide savings, both in terms of energy efficiency and maintenance costs, by utilizing the economy of scale. A large chiller is more efficient than a small one, as is a large pump, a large cooling tower and a large boiler. When a single centralized system replaces several small distributed systems, overall system efficiency is improved. When loads are combined into a central location that services them, the resulting equipment sizes are smaller than what would be required if the systems were distributed. This is because loads do not all peak at the same time. Distributed systems must all be designed for the individual peak loads. A combined central system is designed to handle only the "diversified" combination of the individual loads.
